I think this would be more realistic since you should be able to pick what you're trying to salvage as you would in real life. Still make it a chance thing as to whether you get what you are after but at least let you skew it toward what you want.

Its been suggested a few times, but if there was a similar system for salvaging armor, that'd be nice too.

edit - I've had 2-3 +30hp mods that ended up in materials...
even my favorite drop for a long time, a Max 15^50 vamp enchanting hammer..low req I think too.
